The salary reported in REGES is not just the base salary; it also includes the sporuri (salary supplements). When a supplement changes, is corrected or disappears, the employer needs to know what can be edited directly in the register and what requires, without exception, an act adițional (an addendum to the employment contract). Confusion produces “orphan supplements” and reporting that falls out of sync.
What is reported in REGES
Under HG 905/2017 (art. 3), the salary elements reported cover the gross monthly base salary, as well as indemnizații, sporuri și adaosuri (allowances, supplements and additional payments). In other words, the salary structure — not just the final amount — has to be reflected in the register, and supplements are part of that structure.
The link with the act adițional
The underlying rule: a change to a salary element in the contract is made through an act adițional, and the register reflects that change. REGES does not “invent” supplements — it mirrors what has been agreed contractually. That is why the distinction between what you correct in the supplements management screen and what belongs to a contractual amendment is essential.
What you can do from the supplements management screen
Directly in the supplements management module in REGES you can usually:
- edit the end date of a supplement (when it stops);
- correct the value or the percentage of a supplement entered by mistake;
- delete a supplement added in error.
These are corrections to the records, not changes to the contractual agreement.
What you must NOT do without an act adițional
- Adding a new supplement that changes salary entitlements → requires an act adițional to the contract.
- Changing the start date of a supplement already granted → this is not a simple correction, it goes to the contractual basis.
Treating a contractual amendment as a simple correction in the register creates a discrepancy between the contract and REGES.
Orphan supplements and records out of sync
An “orphan supplement” appears when a supplement stays in the register with no counterpart in the contract (or the other way round). The typical cause: someone corrected it in one place and forgot the other. At an inspection, these mismatches are visible and hard to justify. Basic hygiene is that every supplement in REGES should have an act adițional supporting it and a correct end date when it stops.
Penalties
Incorrect reporting of salary elements can attract penalties, like any non-compliance in REGES. Check the regime applicable on the date of the operation, since the penalty framework can change.
