REGES-Online (the online General Register of Employee Records) works on individual accounts, tied to a person’s CNP (the Romanian personal identification number), not to the company. That is why the legal representative has to delegate access to whoever actually operates the register — an in-house employee or the external accountant/accounting firm. Here is how to do it properly, step by step.
Login by CNP, not by company
The first thing to understand: in REGES you log in as an individual, with your own account tied to your CNP. There is no “company account” that anyone can connect to. Access to a company’s register is obtained through delegation, starting from that company’s legal representative.
What delegation is
Delegation is a derived and revocable right: the legal representative grants another person the right to operate in the company’s register. Whoever receives the delegation acts on behalf of the company, within the limits set, and the right can be withdrawn at any time.
Who delegates and to whom
The typical chain of roles is:
- The legal representative (or a person authorised by them) — holds the primary access to the company’s register.
- The designated employee — a person inside the company, designated through a written decision, who receives delegation in order to operate the register.
- The external provider (accountant / accounting firm) — who has their own account in the platform and receives delegation for the clients they serve.
Sub-delegation is also possible, under certain conditions, but every link in the chain must be documented.
Employee vs. provider: the distinction
The platform treats an employee of the company differently from an external provider. The in-house employee receives access on the basis of the employment relationship and the designation decision. The external provider (the accountant) creates a provider account and is linked to the company through a services contract. Choosing the right role during set-up matters, because it determines the rights and the responsibility.
The general flow, in the REGES interface, follows steps of this kind:
- Access request — the legal representative requests/confirms access to the company’s register.
- Provider account — for the external accountant, creating the corresponding account.
- Delegation — granting the right to the person/firm that will operate the register.
- Delegates — managing the list of delegates (adding, revoking).
The exact names of the sections may evolve, since the platform is still under development.
The documents needed
Delegation rests on documents: the written decision designating the employee, the services contract with the accounting firm, and any acte adiționale (addenda to those documents). Without these documents, the delegation remains fragile in an inspection or in a dispute over who did what.
The risk of depending on a single delegate
An underestimated practical risk: if all access depends on a single person (who leaves, falls ill or loses their credentials), the company is left blocked. It is prudent to have redundancy in delegation and a clear record of who holds which rights.
