How the childcare allowance is calculated
The allowance is 85% of the average NET income earned in the last 12 months of the 2 years before birth. The result is then capped between a minimum and a maximum of 8,500 lei gross.
The 10% CASS withholding
Since 1 August 2025 (Law 141/2025), CASS of 10% is withheld from the childcare allowance. Note: the MATERNITY allowance remains exempt from CASS and income tax — they are two different types of leave with different tax regimes.
The return-to-work bonus
A parent returning to work before the child turns 6 months receives a higher monthly bonus; returning later gives a smaller one. The bonus is cumulative with the salary and is granted until the child turns 2.

- Is CASS withheld from the childcare allowance?
- Yes, 10% since 1 August 2025. On a gross of 5,000 lei, the net received is 4,500 lei.
- Is the maternity allowance the same?
- No. Maternity is exempt from CASS and income tax (only CAS is withheld) and is computed separately, as 85% of the average gross income over 6 months.
- How much is the return-to-work bonus?
- Higher if you return before the child turns 6 months, lower if you return later. It is cumulative with the salary.
